Abstract

Since the independence processes of 1809-1825, the Universidad Mayor, Real y Pontificia de San Francisco Xavier de Chuquisaca; that during the Republic he formed the new administrative bureaucracy that would organize the Bolivian State, especially the Legal Profession; during the first half of the s. XIX of the military caudillismo that governed Bolivia. The University in its administrative and academic management was a continuation that the Crown left; It is 1872, in the government of President Tomas Frías that an academic reform would be applied, recognizing the importance of higher education in progress, as well as the economic subsidy of the State and its dependence on the government in the Ministries of Instruction. This is the period that he trains and graduates in the unstable Faculty of Medicine, which would end up organizing it, the neighbor Valentín Abecia Ayllon; with a breadth of academic approaches; which goes from the scientific romanticism and the D ̈Orbinygsism prevailing in the economic elites; to then go through other theoretical currents and end up in positivism and its “blind faith”, in Education as a factor of modernization.
